Code of Conduct

The standards, policies, commands, and requirements every Royal Protection Agency member is expected to understand and follow.

Applies to all RPA employees and visitors
POL-00

Royal Codex

Doxing

Publishing, sharing, threatening to share, or soliciting another member’s real-world identifying information — legal name, address, phone number, employer or school, financial details, IP address, photos, or social accounts not already voluntarily and publicly linked by that member to their Habbo identity — without that member’s explicit, current consent. Consent given in one place doesn’t carry over to another.

Intimidation

Any statement, gesture, or act — direct or through someone else — meant to instill fear, pressure someone into silence, or force an action. Includes threats to expose private information, threats of real-world harm, threats to someone’s real-life reputation, job, or relationships.

Off-Platform Conduct

Anything happening outside Habbo Hotel itself — Discord, X/Twitter, TikTok, Instagram, YouTube, SMS, voice chat, email, or any other medium that targets or references a member because of their RPA membership, rank, or role.

Abuse of Position

Invoking, displaying, or threatening to use one’s RPA rank, title, badge, uniform, or public affiliation with the Agency to intimidate, pressure, retaliate against, or gain leverage over someone in a matter that isn’t legitimate RPA business.

Personal Dispute

Any disagreement or grievance between members that is not an official RPA duty, investigation, or directive.

Retaliation

Any adverse action — demotion, exclusion, further harassment — taken against someone because they reported misconduct or cooperated with an Internal Affairs investigation in good faith.

POL-01

General Policies

  • It is imperative to follow the Habbo Way at all times. Do not engage in racism, homophobia, indecent exposure or sexual talk, or anything outright disrespectful or slanderous.
  • Respecting the people at RPA regardless of rank and stature should be the number one priority. Disrespect will be met with serious action.
  • Profiles should be kept unhidden to validate time, groups, and motto.
  • Never ask or hint for pay, promotion, or any rights, including badge or room rights.
  • Do not idle or go AFK at any work stations. Repeated violations will be met with consequences.
  • No one without proper identification, rank, motto, or status should be permitted inside base.
  • Only employees and those with Special Visitor or VIP status are permitted within base.
  • You may use any chat color except red and black.
  • Employees may wear whatever they like after passing Cadet Training, provided it is appropriate and follows the Habbo Way.
  • Poaching, trolling, exploiting, and griefing are not allowed under any circumstances.
  • Raiding is not allowed unless justified by and conducted according to our Foreign Affairs policies.
POL-02

Essentials to Work at RPA

  • Must follow the Code of Conduct.
  • Your account must be in good standing and at least 3 days old.
  • Your account must be profile level 6 and have a trading pass.
  • Your account must have an achievement score of 850 or higher.
  • May not be on any National Punishment, Do Not Transfer, or Do Not Hire lists.
  • May not be affiliated or known to have affiliated with any mafias.
POL-03

Special Visitors and VIP

  • Special Visitor status costs 70C and VIP status costs 35C.
  • Special Visitors must wear the SV badge within base.
  • Special Visitors and VIPs must adhere to the General Policies of RPA.
POL-04

Promotion Policy

  • Promoters must be active for 10 minutes in base.
  • Employees receiving a promotion must be active for 10 minutes in base.
  • Employees must have actively filled a station for 10 minutes before their promotion.
  • Promoters must log the promotion in the portal.
  • You may not promote the same person more than one time in a row.
  • If a promotion requires a new division badge, ensure required training is completed and request a Badge Admin for the new divisional badge.

POL-06

Training Requirements

Recruit Training Conducted by: Trainer Division+ Mandatory for: Royal Cadet I

Covers essential rules, duties, and commands.

Security Training Conducted by: Trainer Division+ Mandatory for: Trial Sentinel

Covers efficient use of the Security station and the portal.

Trainer Training Conducted by: Command Division+ Mandatory for: Trial Instructor

Covers portal training logs and training recruits and Junior Sentinels.

Command Training Given by: Operations Division+

Covers portal promotion and training logs, plus training new trainers.

POL-07

Safety Policy

  • Do not give out your passwords on any platform, ever.
  • Keep personal information private unless you feel comfortable sharing it.
  • Never answer questions you do not feel obligated or comfortable answering.
  • Speak with the Internal Affairs team whenever you feel uncomfortable or unsafe.

General Commands

POL-10

Disciplinary Strike System

Warning

Notifies you that continuing the action will warrant a strike.

Strike 1

Signals the severity of your actions.

Strike 2

Results in demotion, ranging from one rank to multiple divisions depending on severity.

Strike 3

Results in termination. Foundation approval is required for firing.

Disciplinary Strike System — Severe Violations Track

  • Severe Violations include: doxing, credible threats of real-world harm, non-consensual sharing of private images, coordinated harassment, messing up with the agency's environment (POL-15) retaliation against a reporter, and Abuse of Position used to intimidate or coerce.
  • A confirmed Severe Violation carries a minimum of Strike 2 on a first offense, up to immediate termination and ban atFoundation’s discretion, regardless of the member’s prior record or rank.
  • Pending investigation of a reported Severe Violation, Internal Affairs may recommend a temporary suspension of base access or rank privileges to protect the reporting party. This is not itself a punishment and does not presume guilt.
POL-11

Special Units

  • After one week of employment, you may apply to RPA Special Units.
  • There is no restriction on the number of Special Units you may join.
  • You must obey the rules, regulations, and tasks set by the Director.
POL-12

Room Rights Policy

  • There is no requirement for obtaining Room Rights and no specific rank that grants Room Rights.
  • You may not remove or add furniture without authority from the Foundation Team.
  • Do not kick or mute someone unless absolutely necessary.
  • Foundation Team authority is required to ban someone unless they are listed as Ban On Sight.
POL-13

Pay Policy

  • Pay hours run at 12-1, 1-2, 6-7, and 7-8 during both AM and PM sessions.
  • Non-IC employees receive 3 points per completed pay hour.
  • IC members receive 4 points per completed pay hour.
  • Bonus pay is available during the hours between pay frames.
  • Staff may earn up to 2 bonus points per hour, allowing up to 8 bonus points per day.
  • Remain active and follow all base procedures during pay.
  • Vouchers for bonus and alternate pay must remain within base for the duration of their bonus or alternate pay hours.

Pay Policy

  • Pay hours run at 12-1, 1-2, 6-7, and 7-8 during both AM and PM sessions.
  • Non-IC employees receive 3 points per completed pay hour.
  • IC members receive 4 points per completed pay hour.
  • Bonus pay is an additional reward system available between scheduled pay hours. It allows staff to earn extra points for remaining active and contributing during off-pay periods.
  • Staff may earn up to 1 point during bonus time; the 4th hour would be 2 points
  • A maximum of 5 points can be earned per person.
  • Bonus pay may only be claimed during non-pay hours
  • Bonus pay is only valid when properly logged and vouched
  • Remain active and follow all base procedures during pay.
pol-14

Anti-Harassment, Intimidation & Doxing Policy

  • This Code applies to a member’s conduct regardless of platform, whenever that conduct targets, references, or affects another RPA member, visitor, or applicant because of their RPA affiliation. “It happened outside Habbo” is not a defense.
  • The following are prohibited without exception: Doxing, as defined in the Royal Codex. / Intimidation or threats, direct or made through a third party. /Organizing, encouraging, or joining coordinated harassment of a member (brigading, mass-reporting, pile-ons) on any platform. / Non-consensual sharing of private images or conversations (including screenshots of DMs) meant to embarrass, pressure, or expose a member. / Stalking or persistent unwanted contact after being asked to stop.
  • Consent obtained under pressure, or given in one venue, does not extend the right to repost, forward, or escalate that information elsewhere.
  • A credible threat of real-world physical harm must be reported to Internal Affairs immediately and will be escalated to Foundation and, where appropriate, to Habbo’s own safety/moderation team.
POL-15

Hostile Environment Policy

  • Conduct doesn’t need to be one severe incident to violate this policy. A pattern of behavior that a reasonable member would find demeaning, intimidating, or persistently uncomfortable — even if no single incident alone would qualify — is prohibited. Examples: repeated jokes or comments continued after being asked to stop, deliberately excluding or isolating a member from base activity as unofficial punishment, mocking someone’s roleplay, rank, performance, or appearance in front of others, and repeated boundary-pushing that keeps forcing someone to defend themselves.
  • Judged by pattern and impact, not by a single unwelcome joke or ordinary personality friction — those alone are not violations. Internal Affairs weighs frequency, severity, and whether it continued after being raised.
  • A single incident can still qualify if severe enough on its own (e.g., public humiliation in front of the base).
  • Falls under the standard Strike ladder (POL-10), not the Severe Violations track — unless it also independently qualifies as doxing, intimidation, or Abuse of Position under POL-14 or POL-16.
POL-16

Abuse of Position & Conflict of Interest Policy

  • Using RPA rank, title, badge, uniform, or public affiliation with the Agency to intimidate, pressure, or retaliate against someone in a Personal Dispute is Abuse of Position, and is punishable on top of whatever the underlying conduct already violates.
  • Members holding IA, Foundation, or Command authority may not investigate, punish, or pressure someone they are personally in conflict with. Any such conflict must be disclosed, and the member must recuse themselves — another IA member or the Foundation Team takes the case instead.
  • Threatening someone with “I’ll get you fired/demoted/banned” outside a legitimate, already-open investigation is itself an intimidation violation under POL-14.
pol-17

Reporting, Confidentiality & Non-Retaliation Policy

  • Reports made to Internal Affairs are kept confidential; details are shared only with those who need them to resolve the case.
  • Retaliating against a person for making a good-faith report, or for cooperating with an IA investigation, is a Severe Violation (POL-10A) — independent of how the original report turns out.
  • Knowingly filing a false report to harm another member is itself punishable, so this policy can’t be weaponized. This does not apply to good-faith reports that turn out to be mistaken or unprovable.
  • Screenshots or logs submitted as evidence must be unedited and show visible timestamps and usernames.
  • Submitting fabricated or doctored evidence is a Severe Violation.
pol-18

Due Process & Appeals

  • A member facing a strike under POL-14 through POL-17 (including POL-15) must be told, in writing, which specific policy they’re alleged to have violated.
  • The accused member has the right to respond before a final decision is made, except where an immediate suspension is necessary to protect a reporting party (POL-10A).
  • Any member may appeal a strike to the IA Team after 7 days, on grounds of new evidence, procedural error, or disproportionate penalty.
